県民は、国民の全部ではなく一部だから？
国民の全部の代表は、国会議員かもしれない。
でも、国民の一部の代表は、ジャンルごとにいっぱいいて、県知事やら、市長やら、経団連会長やら、障害者団体の代表やら、そして各マスコミの記者の代表が集まったのが記者クラブなのではないかと思う。
